OLD BUSINESS

 

*Culvert Responsibility at SS entry. Rick heard from ODOT via an “Ask ODOT” online communication. Per “Ryan”, they are checking on all permits pulled during past few years to perform work in the culvert area.

* It might be a neighborhood issue rather than the SSRD responsibility.

*Dan Hellin of PacWave is still waiting to hear from all related departments at OSU with respect to responsibility of their project for culvert repair.

* Neighbor Mr. Meyers who lives adjacent to  the culvert, is pushing to accuse PacWave for damaging the culvert.

* Approval of new driveway off Sandy was sent to planning department.

 

NEW BUSINESS

* Annual hazard review and road inspection was performed by the board. The board is monitoring some potential problem areas, however, no immediate action is required.

* The Patton property adjacent to SS on the south boundary is being considered by an environmental group to recommend the state purchase it.

OLD BUSINESS

*Culvert at Silver Sands

- PVC pipe was extended through the culvert beyond the north drain exit. We were unable to find end. Dye was used to help find the exit. Unsuccessful also.

-The board has approached Dan Hellin the project manager PacWave with respect to the construction at the north end of the culvert two years ago, possibly causing damage.

Ongoing discussions are now taking place with PacWave and Oregon State.

- Rick has also approached ODOT about responsibility for the culvert repair.

- Another neighbor who does not represent the board has also contacted ODOT.

- In summary, if we are responsible for the culvert/pavement sinking issue our options are:

         Remove culvert and replace for $10k. Bid from Gettis Inc., who will allow us to pay over time.

         Place a new culvert pipe above the existing one. Bid is less for this option.

         Fill in the pavement dip with road surfacing, leaving culvert undisturbed.

         Do nothing.

 

NEW BUSINESS

- It is time for the Spring road inspection by the board. We decided to put it off until we have better weather.

- We reviewed Public Contracting Laws in Oregon.

- A driveway permission request was made and approved, for a new homeowner on Sandy.

OLD BUSINESS

 

*Culvert at Silver Sands

-Determination of drainage exit on north end. Still no success. Plan this month to use long PVC pipe and then dye if needed.

-Possible financing depending on repairs needed.

-Rick has investigated a loan option. The previous loan was obtained from SDAO. This is no longer available. Rick contacted First Security Bank and has determined that we could obtain a loan from them for 3-5 years using the SSRD CD as collateral.

A second option is to pay over time. Gettis Inc. offers this option.

 

NEW BUSINESS

*Al Dexter approved to be on the SSRD Board of Directors by Lincoln County Board.

*Related to Culvert drainage.

-During the storms in Dec and Jan, both of the neighbors on Highway 101 reported to Rick that the road was flooding. Both stated the drainage issue is worse since the PacWave construction two years ago. Both believe PacWave to be responsible for the drainage issue and the sinking of the pavement at Silver Sands entry.

-Rick contacted PacWave. Two people came out to inspect.

$4,200 paid to Gettis, Inc. from checking account.

SDAO membership dues payment of $140 ready for signature.

Note: Special Districts Association of Oregon (SDAO) is the only entity that insures government associations in Oregon. We must be a member to get our insurance.

 

OLD BUSINESS

 

*Culvert at Silver Sands entrance determination.

-We have not located the culvert exit at the North end. This has been an on-going concern and problem to solve to move forward with roadway maintenance.

-We plan to search for exit using: Food Dye, Roto Rootor or long poles with a camera attached.

 

* We are still awaiting approval of Al Dexter’s application to become SSRD board member. Was to be voted on at the Nov 26 Lincoln County Board meeting. Jonathon to check on status.

 

NEW BUSINESS

Before we can move forward with next project, we need to determine issue with culvert. No other new business discussed.

SSRD is now assessed at $10,677,660.

Note: Last month SSRD made a payment in September of $7,000 to Gettis, Inc. for completed road repairs on Powe. The remaining balance will be paid after SSRD receives our next assessment after first of the year.

 

OLD BUSINESS

 

*Culvert at Silver Sands entrance determination.

-We have not located the culvert exit at the North end. We are determining methods to locate culvert North end and to assess drainage through the culvert.

- Both Road and Driveway and Gettis Inc. submitted bids of $4,000 to repair the sinkage over the culvert. 

- Per September meeting: The board concurred to determine the actual extent of the damage, assess the amount of money left for repairs, and decide what action to take. This is still underway.

*Alvin Dexter has submitted forms to the county to be approved as new board member. He is waiting for the response.

SSRD made a payment in September of $7,000 to Gettis, Inc. for completed road repairs on Powe. The remaining balance will be paid after SSRD receives our next assessment after first of the year.

 

OLD BUSINESS

-We have not located the culvert exit at the North end. Several possible methods to find the it were discussed. Alvin suggested ground penetrating radar. Amanda suggested cameras used by plumbers for underground septic and sewer inspection.

- Both Road and Driveway and Gettis Inc. submitted bids of $4,000 to repair the sinkage over the culvert. 

- The board concurred that we should try to determine the actual extent of the damage, assess the amount of money left for repairs, and then decide what action to take.

 

*Raising Permanent Assessment Rate for SSRD

-Jonathon researched the possibility of raising the amount of funding SSRD receives. This is in anticipation of necessary road repairs going into the future. It would require raising a bond issue in the local election. The board tabled the idea for now.

 

NEW BUSINESS

*Annual Review of District Assets

Required yearly by SSRD Insurance Policy. SSRD has no assets, and this is noted for the record.
