Meeting Minutes
May 5, 2013

Call to Order

Financial Report
Loan payment submitted for road paving (US Bank).

Old Business
- Review of Powe St. Culvert replacement plan. OR Emergency Management (OEM) plans to include this project in their May proposal package to FEMA. OEM is working on a cost/benefit analysis. Lincoln County would be willing to do the work if funding is approved, or the Special Road District could manage it ourselves. 
- Review of Seal Rock Water District (SRWD) pipe replacement. Work is complete except for the paving. 


New Business
- Welcome new member, Sue Valentine. Sue has generously volunteered to join the Silver Sands SRD. Her application is in process and we expect it to be approved soon. 
- Annual Physical Hazards Review and Road Inspection. Completed this past month by Rick and Alex. The beaver has tried piling sticks in the culvert, but it has not posed a threat to stream flow in the culvert. 
- Budget process begins this month. Rick is working on it. 
- Sinking pavement at Hwy 101 intersection. The contractors working on the water pipe replacement have  told us that the sinking pavement is likely due to a collapsing culvert parallel to the highway, and this culvert is probably owned by ODOT. The contractors have helped us out by leveling the entrance with some fill, but eventually ODOT will have to fix this.

Financial Report
- Checking account balance $4200.

Old Business
- We paid Lincoln County the balance of the Sarkisian culvert replacement bill: $2716.68. This amount is the sum of numerous generous donations from around the neighborhood.
- Additional donations of $740.12 have been received. As specified in the request for donations, this excess will be applied to the Powe St. culvert replacement or other road related work. 

New Business
- Water main project review. Rick Hill met with crews and officials from the Seal Rock Water District and their contractors installing the new water mains. SRWD has assured us that the road cuts will be repaired. They have added one fire hydrant on Powe St. 
- Powe St. culvert update. Rick Hill met with an inspection team from the state Emergency Management department while they were assessing the Powe St. culvert. They are proposing this project to FEMA for funding. They consider it a high priority. 
- Annual physical hazard review and road inspection. Rick Hill and Alex Derr inspected the road for new hazards and, apart from the construction, noted none.

Financial Report
- Checking account balance $4209.88.
- We paid Lincoln County $19727.93 toward the culvert replacement bill. This is the total of the funds we received from FEMA and IFA.
- Our CD value is $5227.72

Old Business
- Total donations for the culvert replacement are $1950 so far. Our goal to cover the shortfall is $2750.

New Business
- Insurance Certificate received to comply with SDAO.
- Bill Heavenston's 3-year term on the Committee ended in December 2012. He submitted notice that he will not be applying for another term. The remaining members accept his resignation and note their appreciation for his many hours of conscientious service on the Committee and to the neighborhood.

Lincoln County forecast taxes payable to our road district: $4130.

Old Business
IFA has requested additional records before they will be able to determine funding available for our culvert project. These records include as-built drawings, time cards. Rick has received these from Lincoln County and will attach a cover letter for IFA.

Old Business
- Reviewed culvert replacement costs and method of payment.
- Reviewed Powe St. culvert plan. Waiting to hear from FEMA Hazard Mitigation group if they will have funding available for this project.
- Annual payments sent to OR Secretary of State ($20.00) and Ethics Commission ($26.00).

New Business
- Best Practices Report received from SDAO
- Meeting with IFA scheduled for Friday, 10/10. IFA may be able to contribute up to $4,000 for the Sarkisian culvert project.
- Road committee has been made aware of the beaver dam upstream of the Sarkisian culvert. It is not within the jurisdiction of the road committee.

Financial Report
  • Bank account balance: $2153.59
  • CD value: $5055.75
Old business
Review of storm damage and culvert replacement plan: 33 petitions have been signed, and we are proceeding to submit them to Lincoln County for verification.
New business
A contract has been received from Oregon Emergency Management office. We reviewed it and agreed that it is the way to proceed. If repairs are effected, this contract will allow funds to flow from FEMA to offset the cost of the repairs. If no repairs are made, the contract dissolves. 

We arranged to meet at 1 pm on site with representatives of Lincoln County Road District engineering department and Oregon Department of Fish and Wildlife.

Next meeting tentatively scheduled for 8:00 am, May 4, 2012, at the Waldport Subway.
