OLD BUSINESS

 

Road Repair Plan 2024

Aquaphalt 6.0 and 4.0 are two materials to be tested on worn spots in the pavement on Powe. Rick will purchase and apply.

 

Work Party

A work party will be organized to perform various maintenance tasks that the neighborhood can perform without the aid of professionals. The tentative date for the work party is mid July. In addition to overhanging limbs on the roadway, the hedge along the beach path will be trimmed and the steps to the beach will be swept of sand. The trimming of limbs and greenery also entails where the green waste can be disposed.

 

NEW BUSINESS

Budget Process Review

The budget process review is underway. The budget for 2024-2025 will be presented at the public review meeting in June.

On a positive note, our LGIF fund  interest has risen from 1.4% in July 2023 to 5.2% now in April 2024.

 

Aquaphalt was purchased this month to continue road repair. Expenditure of $239.96 from checking.


OLD BUSINESS

This month we will contact volunteers for workparty and attempt to set work date(s).

Rick has completed a draft. Final will be presented at yearly public meeting in June at Alex’s picnic table.

 

*Insurance Rates

Rick noted that we are expecting and planning for increased insurance rates for SSRD. Increased rates affecting us are Property from 12% to 18%, and Liability from 8% to 15%.

LGIP change made to 1st Security with transfer of $3000.

A check was cosigned by Rick and Amanda to cash for $500 to purchase more Aquaphalt for additional road repairs.

Rick used the Aquaphalt 6.0 on two small patches on Powe. This is a test to determine the ease of use, appearance and apparent durability of the product. The committee observed the patches during the Road Inspection walk. All agreed it is acceptable. Also for the larger alligator patches, we might use Aquaphalt 4.0 with finer grain. This will better penetrate the numerous pavement cracks in those areas.

* We reviewed the Public Meeting Policy, the focus of training this year. Several objectives will be achieved to reduce our insurance premium by up to 8%.

 

*Annual Physical Hazard Review and Road Inspection:

We walked the neighborhood and observed the following.

 

- All the items previously discussed (above and in previous minutes) for road maintenance and repair, including easement upkeep were observed and noted.

 

- Additional observations were made of roots lifting pavement in places. If causing cracking, we will seal with Aquaphalt.

 

-Measured beach access easement to determine which vegetation the road district is responsible for. It is noted the the hedge along the boardwalk has grown up beyond the height allowed by the CC&R’s.

 

- In one large alligator patch on Powe, the cracks might be too large to repair with Aquaphalt. The committee will consider and decide best option for repair.

OLD BUSINESS

     

 *Road Repair Plan 2024

 

Done so far:

 

-Asphalt Repair: We have already accomplished a significant amount of maintenance.

As noted in last month’s notes, we repaired the large sinking patches near the bridge on Sarkisian on January 23.

 

-Clear/trim edge of pavement.We have cleared/trimmed the edges of the pavement on major stretches of both Sarkesian and Powe.

 

- We have cut back vegetation in several easements.

 

Still required:

 

- Trim edges.  Sandy remains to be cleared and the remainder of Powe and Sarkisian.

 

Further Asphalt Repair: 

 

- Several alligator patches on both Powe and Sarkisian. (Described in January minutes)

 

- Aquaphalt 6.0: Rick has researched a newer product called Aquaphalt 6.0, available through major retail outlets, including Ace Hardware. It is activated with water and easier to use in wet cold climates. Also may be easier to apply. The board agreed to try it on one patch to determine how well it would work for our needs.

 

 

 

 

Clearing/Cutting back Vegetation:

 

- Note this task includes disposing of limbs and bushes. The removal of the material is a major part of the job. In each case we must determine where we will put the material & how to haul it, before we start the work party.

 

- Some easements remain to be cleared including overhanging branches.

 

- Hedge along the beach path.

 

- Clear, maintain stairs to beach. It was noted by Jonathon that the steps are easily eroded, so careful work on this is required.

 

- Jonathon also notes that we would like to cut back some of the bushes/trees blocking the ocean and beach view to the south from our public viewing bench at the top of the stairway. We discussed the disposal of material for this task. Not easy to haul out.

 

- Work Parties. We will plan neighborhood work parties for the tasks above.

 

NEW BUSINESS

 

* The members acknowledged that they have reviewed and are cognizant of Public Contracting Laws.

 

* Vector Solutions Contractor to Provide all Training for SDAO.

 

Rick reported that Vector Solutions has been given the contract for all training provided and/or required by the Special Districts Association of Oregon. In the past we have each taken courses required for various matters, so this impacts us. It is not always easy to access the training and can be a time consuming task.

Rick reported the training site offered by Vector Solutions appears to be as time consuming as in the previous site, and possibly worse.

Amanda was reimbursed for paving materials she had purchased for the road maintenance accomplished earlier today by our work crew.


OLD BUSINESS

     

 *Road Repair Plan 2024. As noted in last month’s notes, the road has been sinking just to the east of the bridge on Sarkisian. We accomplished the repair ourselves on January 23 (today).

 

*Powe. There are places on Powe that the road is cracking. This cracking looks like an alligator skin pattern. We plan to repair these ourselves also.

 

*Work Party Planned. We plan to have a neighborhood work party to trim and clean the edges of the pavement, and to clear the easements that have not been cleared by owners. A workday, or workdays, will be planned in the late spring for this task.

OLD BUSINESS

    

* Patton Property. No new changes. We are continuing development activities.

 

 *Road Repair Plan 2024. As noted in last month’s notes, the road has been sinking just to the east of the bridge on Sarkisian. Rick has obtained a contractor estimate for road repair. The contractor estimate was high, and it is determined that we can accomplish the work ourselves.

 

 

As noted previously, this will include:

1) Cutting the surface of the damaged roadway, removing it and hauling away.

2) Adding gravel, smoothing and tamping it down

3) Laying paving stones

The contractor estimate was $6500 from Ground FX 

 

Rick has contacted several local outlets for pavers designed to withstand vehicular traffic. Barrel Head Builders carries the stones at the best price.

 

There is also a spot on the road on Powe near the bridge needing repair. We can repair this ourselves using cold mix asphalt.

 

*Easement maintenance. A workday, or workdays, will be planned in the spring for this task. Amanda and Rick will send message to the neighborhood with optional dates and times to solicit work party volunteers.

 

NEW BUSINESS

 

*New construction. A large new home is under construction on the West end of Powe.
