FINANCIAL REPORT


Current Checking Balance: $1,880.14

Current CD Balance: $5,307.75

1) Loyalty Rebate check received for $100

2) Rick Hill updated the Flex Loan Spreadsheet.  Copies provided to board members present.  Funds to pay loan balance projected to be approximately $277 short in 2023, however this project fluctuates and could increase or decrease between now and 2023.  We will monitor and plan a corrective action as needed as the time  approaches.

OLD BUSINESS

1) Repair of Sarkisian Dr. depressions: We are monitoring these. They don't seem to be getting worse, the pavement is intact. 

2) Speeding on roadways:  No new issues reported.  

3) Staining of 'bridge' / Culvert Railings on Sarkisian and Powe:  It is tentatively planned to pressure wash and stain the woodwork over the Sarkisian culvert in the summer of 2019.

NEW BUSINESS

1) 2019 SDA 40th Anniversary Conference is in Sun River from February 8th through the 10th.  Those wishing to attend must pay their own way.

MEMBERSHIP 

1) No membership changes. Still awaiting word from Lincoln County on Jonathan's application.

2) Rick Hill updated the neighborhood roster and provided a printed copy to the board members present.

Revenue check from Lincoln County received in the amount of $4,835.50
Paid loan: $5,706.25  (Loan Principle stands at approx. $20,000 after November payment)

Old Business

1) Repair of Sarkisian Dr. depressions: We are monitoring these. They don't seem to be getting worse, the pavement is intact, and we do not have funds for a proper repair.

2) Speeding on roadways:  Committee discussed ongoing complaints from some neighbors that speeding in the neighborhood continues.  

Problem DescriptionThe neighborhood is posted with 15MPH speed limit signs, however Rick pointed out that 'legally,' 25MPH is the minimum enforceable speed limit in Lincoln County.  The general feeling is that those driving at faster speeds are contractors and service vehicles that are familiar with the neighborhood but do not live in the neighborhood as well as visitors who may be renting houses in the neighborhood.  

Discussion:  This continues to be a topic at road committee meetings and no hard solutions have become apparent.  Speed bumps were ruled-out in previous meetings due to restrictions on the design and installation of speed bumps, the aesthetics, and the cost.  Other ideas discussed in tonight's meeting include:
* Investigate borrowing a radar-activated Speed Display cart to be placed temporarily in the neighborhood in hopes of gaining the attention of drivers.  Jonathan feels from his experience as a police officer that this is only a very temporary solution and would be fairly quickly disregarded.
* Add movable speed warning signs that can be placed in various locations as needed.  Sue suggests highly visible color schemes for such signs.  One possibility is the silhouette signs with flag that are used in school crossing areas.
* Jonathan suggested replacing the current 15MPH signs with new larger ones.  Rick pointed out that the current signs are quite old now and in need of replacement. 
* The most unique 'out-of-the-box' suggestion came from Sue.  She suggested 3D paintings on the roadway that depict people in the roadway.  

3) Staining of 'bridge' / Culvert Railings on Sarkisian and Powe: Rick Hill and Jonathan Hoy took advantage of a dry spell in the weather to pressure wash and stain the railings on Powe Drive utilizing the Oil-Based stain provided by Sue Valentine, a pressure washer by rick Hill, and a paint sprayer by Jonathan Hoy.  The railings were pressure washed on 11/7/18 and stained on 11/12.   There was just enough stain to complete the Powe Drive woodwork.  It is tentatively planned to pressure wash and stain the woodwork over the Sarkisian culvert in the summer of 2019.

New Business

* Neighbor Stella reports finding trash deposited on the vacant lot that is for sale near her house.  It is thought that this refuse may be the result of bear activity on the street. 
* Three gun shots were heard approximately 2 weeks ago and it may be that the bear was shot.  No bear activity has been witnessed since then.

Membership 

Alex's resignation from the Road Committee has been received and Jonathan Hoy has submitted his application for the Road Committee to Lincoln County.  Awaiting word back from Lincoln County.

The signs have been removed and the bridge railings may now be pressure washed and stained

Alex Derr is resigning as Secretary and committee member due to his relocation to Arizona.  Jonathan Hoy is going to apply for the committee and if accepted, will assume the role of Secretary.

Annual insurance review

We review our insurance every August. We are still insured through SDIS, as allowed by SDAO. Our premium went up $200 this year. We had no claims.

Signs on bridge railing

Someone has attached signs to the bridge railings on Powe Dr. We have received several complaints that these are not in character with the neighborhood. That aside, the bridge is public property and personal signs are not permitted. Rick will try to contact the person who installed them and ask that they be removed. 

Staining of bridge railings

Sue Valentine donated some nice wood stain and we plan to use it to stain the bridge railings. We will schedule a work party.

We made the semi-annual paving loan payment, $565.25.
Checking balance: $2843.90.

Old Business

Road Inspection

We had put this off for better weather, and this month we walked the loop and inspected the road. Some people are doing a better job than others in keeping the pavement clear of organic litter that breaks down and promotes weeds growing through the asphalt. However, we didn't see any major problems with weeds.  There are a few spots where the pavement is cracking and Rick will put some tar on these. The nascent potholes near the Sarkisian bridge are little more than inverted speed bumps at this point, and the remedies we've researched could make them a lot worse. We're letting them go for now. There are some root issues on the Powe hill, but the nearest trees are outside the right-of-way, so we don't have a good solution here. 

New Business

Insurance site access

Rick has read the online material and taken tests for a few of the courses. His efforts give us a reduction in our insurance premiums.

FINANCIAL REPORT

We cashed in our matured CD and transferred the entire amount, $3062.02, to our checking account. After paying the $989.00 insurance bill, the ending balance in checking is $3499.98.
The other CD is $5153.00. It matures in 2019.

OLD BUSINESS
Insurance payment
Just after paying the bill, Rick received another offer for a low insurance rate. He called to follow up and got the same story that other agents have said: "SDIS has the lowest rates, and we can't beat them." 

NEW BUSINESS
Review of physical hazards and road inspection
Postponed until May meeting. There are no obvious problems, and it's still raining. 

PUBLIC RECORDS REQUEST

We received a request from American Transparency for any and all vendor payee payments we made in 2017. There is an article about this in the latest issue of the SDAO journal. Apparently, American Transparency has been making lots of these requests. It is a legitimate and legal request. We made no "vendor payments" in 2017, and will respond with this information.

Insurance payment
Rick searched for a better rate for our liability insurance, but the SDIS insurance was the best deal, even at $989.00 this year. He paid the bill. 

NEW BUSINESS

Review of physical hazards and road inspection
Postponed until April meeting. 

Trees in right-of-way
Nancy Bodenhausen ask the Committee about our policy or neighborhood custom for trimming trees in the road right-of-way (ROW).  The road committee typically does not trim or remove vegetation unless it is a hazard to travel and the adjacent property owner is unwilling or unable to manage the vegetation themselves. Even then, it is on a voluntary basis, as we have neither employees nor equipment to perform this maintenance. 

In some cases, one property owner may wish to have vegetation trimmed or removed from the ROW adjacent to another property. In this situation, we suggest the owners discuss the project between themselves and come to an agreement to maintain safety, views, and peace. 

As a reminder, per the neighborhood CCRs, which are a binding legal document, trees on oceanfront lots must be kept below 6' to preserve views for others.

We reaffirmed out decision to do nothing at this time. The roadway is intact. Pavement in the depressions has not been compromised.

Annual policy review: Public contracting
We do have a policy in place. We do not have any contracting at this time. 

Review of insurance coverage
Our insurance in through the Special Districts Association of Oregon (SDAO), which requires a membership to be eligible for insurance. The combined cost of the membership and the insurance is approximately 20-25% of our annual operating budget. Rick is shopping for a better rate.
