We discussed improvements to the beach access from Sandy Drive, pending contributions from the community.

1. The SDAO Annual Conference will be in February, 2017 in Portland. We will not send a representative, due to the cost of attendance.
2. We completed Best Practices assignments, which make us eligible for an 8% reduction in insurance rates.

We discussed several concepts to improve the beach access from Sandy Drive. We decided these improvements are beyond the purview of the road committee, but improving drainage at the trailhead would benefit the road.

November is our month for an annual review of our Safety Plan. We were accident-free this past year.

Water Level in Buckley Creek. Work is going on downstream to stabilize the level of the creek in cooperation with the adjacent property owners, Oregon State Parks, and the Oregon Department of Fish and Wildlife. This work benefits the Silver Sands Special Road District because it will reduce the likelihood of the Powe St. culvert being inundated during heavy rain.

Old Business 
 January 2017, we will begin principle payments for our paving loan. The first principle payment will be $5000. 

New Business
- The September agenda item is the annual review of District assets. The SRD's only asset is its bank account and the two CDs, listed above. We have no vehicles, structures, tools, etc. 
- We wrote a check to the SDAO of $125 for annual dues. This allows us to participate in the reduced-cost insurance program offered by SDAO.

Old Business
- SDAO Best Practices.  Rick received a Certificate of Completion for the course he took in Government Ethics. SSSRD has now completed three of a possible five opportunities to reduce our insurance rates. The other two would cost more than we would save.
- Longevity Credit. Our insurance company credited up $100 for staying with them for a 2-year period. 
- Dun & Bradstreet Credit Report. SSSRD received a D&B score years ago in order to receive a FEMA grant for the flood damage. D&B has been pestering us since to complete our on-line profile. Rick completed it, so maybe they'll leave us alone for a while
New Business
- Sue Valentine re-appointment. Approved by the county commissioners. Thanks, Sue, for your service.
-American Transparency Request. We received this request, but it smells of phish. We will ignore.

- The proposed budget for 2016-17 was reviewed and discussed. 
- The Notice of Intent to Impose an Assessment (Form LB-50) was approved by committee.
- The proposed budget was approved by the full board.

Old Business
- Annual tour of roads and review of physical hazards. No hazards noted. A couple of dimples are forming east of the creek on Sarkisian, but haven't turned into potholes yet.
- Reviewed SDS Property/Casualty Insurance Policy renewal. 

New Business
- The budget for 2016-17 was reviewed and approved. It will be presented at a public hearing at 6 pm on May 21, 2016, at the picnic table at 1624 NW Sarkisian Dr. A public notice was posted at the entrance earlier this month. You can download the 2016-17 proposed budget in pdf format (about 1 MB). 
- The Seal Rock Water District repaired a leaking water supply pipe under Sarkisian Dr. They accessed the repair by excavating the driveway at 1624 NW Sarkisian. The road was not excavated. 

Next Meeting
The next meeting will be the annual public hearing on May 21, 2016 at 6 pm. We will meet at the picnic table at  1624 NW Sarkisian.

Old Business
- Public contracting law. We review this every March. The takeaway: We need three bids before letting a contract in excess of $5000. 
- SDAO best practices 2016. This is a program that allows us a reduction in our insurance premiums for meeting certain requirements. This year, Rick has taken actions to achieve discounts including 1) Online courses from the Oregon Ethics Commission (worth a 2% discount on insurance), 2) Attending SDAO conference (2%), 3) Online SDAO training (2%). A final 2% discount could be achieved by joining another special district, but the cost of joining one would exceed the value of the discount. 

New Business
- Budget Approval for 2016-17. We approved this and it will be presented at a public hearing at 6 pm on May 21, 2016, at the picnic table at 1624 NW Sarkisian Dr. A public notice will be posted 30 days prior to the meeting. 
- Physical hazards review and inspection. No urgent issues have come to our attention, and we postponed an inspection until next month.

New Business
Rick attended the Special Districts Association of Oregon (SDAO) statewide conference in Sunriver in January. He attended sessions including one on the use of drones by special districts in Oregon to monitor reservoirs, fire districts, and agricultural areas.

Rick also met a lender at the SDAO meeting, and inquired about financing for future projects at the Silver Sands Special Road District. The lender was enthusiastic about lending to a small district like ours, and noted that when initiating a loan for a new project, we could roll in the balance of our existing loan. 

Our loan officer from Flex Loan, the company that initiated our current loan, now works for SDAO's internal loan program. Rick learned that the SDAO loan program would be another option for us to finance future projects.

Note that Rick's attendance of the conference will result in a 2% reduction in our insurance next year. 

In other new business, SDAO Best Practices this year includes an emphasis on ethics laws. Members of the board may take an online course and exam to make the District eligible for an additional 2% reduction in insurance cost.
